코이카와 세계은행, 세계 성평등을 위한 두 여성 리더의 만남 KOICA-WB, Meeting of Two Female Leaders for Global Gender Equality
대한민국 개발협력 대표기관 코이카(KOICA, 한국국제협력단)의 이미경 이사장은 6일 오후 경기도 성남시 코이카 본부에서 캐런 그로운(Caren Grown) 세계은행(WB) 선임국장과 면담을 하고 젠더 분야의 개발협력사업 협업 방안을 논의했다.
Lee Mi-kyung, chairman of the Korea International Cooperation Agency (KOICA), the representative organization of development cooperation in the Republic of Korea, met with Karen Grown, senior director of the World Bank, at the KOICA headquarters in Seongnam, Gyeonggi Province on the afternoon of June 6 and discussed ways to collaborate on development cooperation projects in the Gender sector.
이날 이미경 코이카 이사장은 코이카의 ‘SDG5 Fill the GAP’이니셔티브를 설명하면서, 이를 통해 세계은행과 코이카의 접점을 찾고 젠더분야에서 새로운 협력 방안을 마련하게 된 것에 대해 큰 의미를 부여했다.
KOICA Chairman Lee Mi-kyung explained KOICA's 'SDG5 Fill the GAP' initiative on the same day, giving a great deal of meaning to finding a connection between the World Bank and the KOICA and coming up with new ways to cooperate in the Gender sector.

코이카와 세계은행은 동티모르에서 공동기획중인 젠더기반 폭력예방 및 대응사업과 연계하여 젠더에 기반한 폭력 근절을 위한 법적․제도적 기반을 마련하고 피해자 대상 보건․법적 지원 서비스를 제공하는 사업에서 공동의 성과를 도출하기 위한 노력을 약속했다.
KOICA and World Bank pledged efforts to establish a legal and institutional basis for the eradication of violence based on Gender in conjunction with the Gender-based Violence Prevention and Countermeasures Project co-planned in East Timor and to derive common results from projects that provide health and legal support services for victims.
또한, 이 자리에서는 △여성 리더로서 성평등을 위해 일해온 경험과 사례 △성평등을 위한 법 제도 마련 및 경제적 효과 △성평등 관련 법 제도의 허점과 올바른 실행을 위한 노력 등에 대해서도 서로의 의견을 교환하였다.
We also exchanged opinions on the experiences and cases of working for gender equality as a female leader, the legal system for gender equality and economic effects, the loopholes(허점) in the legal system related to gender equality and efforts for the proper implementation.
이미경 코이카 이사장은 “동아시아의 성평등이 아프리카보다 낮은 수준이라는 이야기를 듣고 놀랐다. 한국은 여성들의 지위를 위해 많은 법적 보장을 하고 있고 여성운동도 활발하게 일어나는 나라다. 주변국인 아시아의 성평등 달성을 위해 우리가 좀 더 책임감을 느끼며 임해야겠다”며 “양 기관의 우호 증진 및 협력을 위해 지속해서 노력해나가자”라고 밝혔다.
KOICA Chairman Lee Mi-kyung said, "I was surprised to hear that gender equality in East Asia is lower than in Africa. Korea provides many legal guarantees for women's status and women's movements are also actively taking place. "We should be more responsible for achieving gender equality in neighboring Asia," She said. "Let's continue to work toward promoting friendship and cooperation between the two organizations."
캐런 그로운 선임국장은 “나라마다 각각 배울 점이 있지만, 모두가 한국만큼 좋은 제도를 가진 것은 아니기에 한국의 역할이 중요하다고 생각한다”며 “세계은행과 코이카가 개발협력 분야에서 더 많이 협력했으면 좋겠다”고 말했다.
"There is something to learn from each country, but I think Korea's role is important because not everyone has a system as good as Korea," said Karen Grow, senior director of the World Bank, adding, "I hope that the World Bank and the KOICA cooperate more in the development cooperation field."
특히 두 사람은 여성들의 교통 이용과 관련하여 많은 나라에서 여성들이 대중교통 이용에 어려움을 겪고 있다고 말했다. 대중교통에서 발생하는 성희롱과 성추행, 대중교통 이용 시간의 제약 등의 문제를 해결하기 위해서는 정책 입안 계획 시점부터 여성들의 관점이 반영되어야 한다는 데에 동의했다.

They agreed that women's views should be reflected from the date of the policy-making plan to address issues such as sexual harassment and sexual harassment in public transportation and restrictions on the time spent on public transportation.
이날 면담 이후 캐런 그로운 선임국장은 코이카 직원들을 대상으로 ‘성평등한 개발협력사업은 어떻게 만들어가나요’를 주제로 강연을 진행하여 참석자로부터 많은 호응을 얻기도 했다. 캐런 선임국장은 “오늘 강연이 실제로 개발협력사업을 수행하시는 여러분들께서 성평등에 관한 마음자세로 사업에 임하는 데 도움이 되었으면 좋겠다”고 말했다.
After the meeting, Karen Gronn, senior director gave a lecture to KOICA employees on how to create gender-equal development cooperation projects, which also garnered a lot of positive responses from participants. "I hope today's lecture will help those of you who are actually carrying out development cooperation projects in a mind set about gender equality," said Karen, senior director.
캐런 그로운 선임국장은 세계은행 젠더 관련 보고서*를 인용하며 전세계 여성 3명 중 한 명이 폭력을 경험했으며 이는 국가 GDP의 2~3%를 감소시킨다고 설명했다. 그리고 폭력을 경험한 여성들의 결근이 기업의 생산성 저하에 미치는 영향을 P&G와 함께 연구·평가 중이라 소개했다.

Senior Director Karen Growan cited the World Bank Gender report*, explaining that one in three women around the world has experienced violence, which reduces the nation's GDP by two to three percent. She also said she is studying and evaluating absenteeism of women who experienced violence effects on corporate productivity.
한편, 코이카는 세계은행과 2019년 첫 실무면담 이후 세계은행 젠더 팀 면담, 인프라 사업의 성주류화 적용방안 워크숍 등을 통해 꾸준하게 협업 방식을 논의해 왔다. 현재는 세계은행이 시행하는 젠더영향평가*를 코이카의 개발협력사업에 도입하여 더 효과적으로 성별 격차를 해소하는 방안을 논의 중이다.
Meanwhile, since first working-level meeting with the World Bank in 2019, KOICA has steadily discussed ways to cooperate through meetings with the World Bank's Gender Team and workshops on how to apply gender-mainstreaming of infrastructure projects. Currently, the Gender Impact Assessment*, which is implemented by the World Bank, is being discussed to bridge the gender gap more effectively by introducing it into KOICA's development cooperation projects.
