Global environmental problems are diversifying and complicating. Various detailed issues related to the environment and climate change require global solutions. The environmental issues that had been relatively minor compared to their importance were expanded as they were recognized as key areas with the establishment of the Sustainable Development Goals (SDGs).
글로벌 환경문제는 다양해지고 복잡해지고 있다. 환경 및 기후 변화와 관련된 다양한 세부 사안들은 세계적인 해결책을 필요로 한다. 환경문제는 지속가능발전목표(SDG) 수립과 함께 핵심분야로 인식되면서 상대적으로 경미했던 중요성이 확대되었다.
Planet is a global environment that can be discussed as a physical and biological public goods at a wider global level than the 'environment' that was used or mined in the course of economic activity or that was perceived to be protected or preserved by preventing misuse.
지구는 경제 활동 과정에서 사용 혹은 채굴는 오용 방지를 통해 보호되거나 보존되는 '환경'보다 광범위한 글로벌 수준에서 물리적, 생물학적 공공재로 논의될 수 있는 글로벌 환경이다.
We need to understand the development paradigm shift from competitive and governance-oriented resource-consuming development to resource-circulating one and the phenomenon of the virus transfer and the spread of infectious diseases due to the collapse of the temporal and spatial boundary in Planet.
우리는 개발 패러다임이 경쟁적이고 거버넌스 중심의 자원 소모적인 개발에서 자원 순환적인 개발로 전환되고 있음을 이해해야 하며, 지구상의 시간적, 공간적 경계 붕괴로 인한 바이러스 전이 현상과 전염병 확산 현상을 이해할 필요가 있다.
This study suggests the KOICA's strategy of implementing Planet ODA in three strategic directions based on the principles of sustainability and inclusiveness for the sustainable peace and prosperity of the earth and humanity.
본 연구는 지구와 인류의 지속 가능한 평화와 번영을 위한 지속 가능성과 포괄성의 원칙에 입각하여 행성 ODA를 세 가지 전략적 방향으로 구현하려는 KOICA의 전략을 제시하고 있다.
First, it is necessary to promote Planet ODA to respond to structural transitions of the society in line with the New Normal era issue. Second, it is necessary to explore representative environmental-related topics or programs suitable for Korean specific situations and national agenda. Finally, integrated approaches and mainstreaming of Planet in the management and actions of KOICA are required.
첫째, 뉴노멀 시대 문제에 발맞추어 사회의 구조적 변화에 대응하기 위해 플래닛 ODA를 촉진할 필요가 있다. 둘째, 대표적인 환경 관련 주제나 한국 특정 상황과 국가적 의제에 적합한 프로그램을 탐구할 필요가 있다. 마지막으로 KOICA의 관리 및 조치에서 플래닛의 통합 접근과 주류가 필요하다.
