개발협력기관의 기업과의 협력 전략 동향 연구
민간의 개발협력 참여 및 민간재원 유치 필요성이 증대하고 있다. 개발원조가 궁극적으로 지향하는 발전 방식은 개도국의 자생적인 개발 주체인 민간부문에 의한 발전이다. 따라서 기업을 중심으로 하는 민간의 협력이 향후 중요한 개발 형태가 될 것이다.
The need is increasing to make the private sector participate in the development cooperation and attract private funds. The ultimate developmen method for development aid is development by the private sector, which is the self-sustaining development entity of developing countries. Therefore, private-sector cooperation centered on businesses will become an important form of development in the future.

개발협력 기관과 민간부문 간의 협력을 의미하는 용어는 다양하지만, 본 연구는 ‘개발 결과‧성과 도출을 위해 민간부문을 참여시키기는 모든 활동’에 해당하는 민간부문참여(Private-Sector Engagement, PSE) 중에서도 협력 대상 범위를 기업으로 좁혀서 연구하였다.

개발협력에의 민간부문 참여에 관한 수요가 증대되면서 주요 공여 기관들이 민간과의 파트너십을 강화하기 위한 전략을 수립하고 있다. 본 연구는 최근 PSE에 관한 정책과 사업을 활발하게 진행해 온 미국 USAID, 호주 외교통상부(DFAT), 스웨덴 Sida, UNDP 등의 정책과 사업을 비교 분석하였으며, 국내 타 부처 사업도 살펴보았다.
With the growing demand for private sector participation in development cooperation, major donor agencies are mapping out strategies to strengthen partnerships with the private sector. This study compared and analyzed policies and projects of USAID, Australia's Ministry of Foreign Affairs and Trade (DFAT), Sweden's Sida, and UNDP, which have been actively engaged in policies and projects on PSE recently, and looked at other domestic departments' businesses.

PSE를 확장하기 위해 기관 전반에 걸쳐서 기관 문화 및 운영 방식을 대대적으로 전환 중인 미국 USAID는 2018년 12월 새로운 PSE 정책을 발표, 시장기반 접근법(market-based approaches)과 증거 기반을 중시한다는 점을 강조하였으며, 이러한 정책 기조를 사업에도 반영하고 있다.
USAID, which is making a major shift in institutional culture and operations to expand PSE, announced a new PSE policy in December 2018, emphasizing the importance of market-based approaches and evidence bases, which are reflected in its business.
호주 DFAT는 개발원조에의 민간부문 참여에 관한 부처 성명을 2015년에 발표하고, 관련 지침서를 2020년에 발간하였다. 호주 DFAT는 민간부문을 기업으로 특정하여 기업과의 협력에 초점을 맞춘 PSE를 추진하고 있으며, 개발협력 기관과 기업의 공유가치(경제 및 사회적 개발과제)의 창출을 중시한다.
The Australian DFAT issued a department statement in 2015 on private sector participation in development assistance and published a related guidance in 2020. The Australian DFAT focuses on collaboration with companies by designating the private sector as an enterprise, and values the creation of shared values (economic and social development tasks) between development partners and companies.

스웨덴 Sida는 민간부문 참여에 관한 별도의 전략은 부재하지만, 민간부문 참여의 다양한 유형에 특화된 협력 방식을 프로그램화하여 툴로 활용한다. Sida는 매우 다양한 이해관계자와 협력하며, 가장 복잡한 고도의 금융구조를 사업에 적용한다는 특징이 있다.
Sweden Sida does not have a separate strategy for private sector participation, but it uses it as a tool by programming cooperative approaches specific to different types of private sector participation. Sida is characterized by working with a wide variety of stakeholders and applying the most complex, high-level financial structure to the business.
UNDP의 PSE는 국제 규범과 기준을 중요한 원칙으로 두고 이를 정책 전반에 걸쳐서 강조한다. UNDP는 양자기관과는 달리 이해관계자 플랫폼과 개발 효과성 증진을 위한 컨설팅, 역량강화에 초점을 맞추고 있으며, 빈곤층의 경제활동을 증진하는 포용적 비즈니스 모델을 중심으로 사업을 발굴, 기획하고 있다.
The UNDP's PSE places international norms and standards as important principles and emphasizes them across its policies. Unlike quantum institutions, UNDP focuses on stakeholder platforms, consulting to enhance development effectiveness, and strengthening capabilities, while exploring and planning projects focusing on inclusive business models that promote economic activities for the poor.

KOICA 차원에서도 기업과의 협력이 매우 중요한 당면과제이며, 그간 기업협력 성과를 진단하고 발전 방향을 모색하여 기업협력 요구 증대에 대응해야 한다.

우선, 기업과의 협력에 있어서 단일 기업뿐만 아니라, 관련 협회나 상공회의소, 국내 타 부처 및 기관 등으로 파트너 범위를 확대하는 방안이 있다. 해외 개발협력 기관도 타 부처 또는 공공기관과 협력하여 ODA 사업을 수행, 개발효과성을 증진하는 사례가 있다.

둘째, 이해관계자 플랫폼 제공과 재정지원 위주로 추진되던 KOICA의 기존 기업협력 유형의 다각화가 요구된다. 특히 정책 대화와 역량 강화 유형을 중요하게 고려할 수 있다.
Second, the diversification of KOICA's existing types of corporate cooperation, which had been focused on providing stakeholder platforms and financial support, is required. In particular, policy dialogue and types of capacity enhancement may be considered important.

마지막으로, KOICA 조직 및 사업에 기업협력을 주류화할 수 있다. 기업협력 전담프로그램 이외에 일반 국가협력사업에서도 기업과의 협력 가능성 증진을 모색할 수 있다.
Last, enterprise cooperation can be mainstreamed in KOICA organizations and businesses. In addition to the program dedicated to corporate cooperation, the government may seek to enhance the possibility of cooperation with companies in general national cooperation projects.
